How to Spot a Legit Travel Agency in the Philippines

Travel scams are real, and they often look like a great deal. Knowing how to spot a legit travel agency in the Philippines takes only a few minutes and can save you from losing your savings and your holiday. This guide shows you how to check an agency, which warning signs to watch for and how to pay safely.
Step 1: Check the DOT Accreditation
In the Philippines, travel agencies and tour operators, including those that sell online, fall under the Department of Tourism (DOT) accreditation system under Republic Act 9593. Accredited businesses should show a DOT accreditation number, and often a DOT quality seal.
What to do:
1. Ask for the accreditation number and certificate.
2. Verify it with the DOT. The DOT publishes a list of accredited businesses on its website, tourism.gov.ph. Search for the business name or number, and confirm that the name, address and validity dates match.
3. Check the validity date. Accreditation is renewed and expires, so an old certificate is not proof that it is current.
4. Look at the certificate's QR code, if it has one, and make sure it leads to an official DOT page.
5. Contact the DOT if you are unsure. Regional DOT offices can help.
Fake certificates have been reported, so do not rely on a photo of a certificate alone. Check the official record.
Step 2: Check That the Names Match
Compare the name on the accreditation with the name on the quotation, the invoice and the account you are asked to pay into. A Facebook page can use a brand name that differs from the registered business name. If they do not match, ask why before you pay.
Step 3: Look for a Real Office and Real People
A legit agency has a physical address you can visit and staff you can talk to. Look for:
- A street address you can find on a map, not just a social media page.
- A landline or mobile numbers you can call.
- Reviews from real customers, on more than one platform.
- A business registration. In the Philippines, corporations are registered with the SEC, and sole proprietors with the DTI.

Step 4: Watch for Red Flags
Be careful if you see:
- Prices far below the market. If it looks too good to be true, it probably is.
- Pressure to pay quickly, such as "slots are almost gone, pay now."
- Payment to a personal account instead of a business account.
- No written quotation or no list of inclusions and exclusions.
- An agency that exists only on social media with no address and no accreditation.
- Reluctance to answer questions about the itinerary, refunds or accreditation.
- A promise of a visa or approval guaranteed. No agency can guarantee a visa decision.
The DOT has repeatedly warned the public against dealing with non-accredited agencies that advertise on social media.
Step 5: Get Everything in Writing
Before you pay, ask for a written quotation that lists:
- What is included and what is not.
- The total price and the payment schedule.
- The dates, the destination and the hotel names.
- The cancellation and refund terms.
Keep copies of messages, receipts and the quotation.
Step 6: Pay Safely
- Pay only to an account in the business's registered name.
- Get an official receipt for every payment.
- Avoid paying the full amount far ahead if a down payment is the normal practice.
- Be careful with cash payments without receipts.
What to Do If You Suspect a Scam
- Stop paying and keep all messages, receipts and screenshots.
- Report it to the DOT, and to your bank or e-wallet provider if you already paid.
- Report online fraud to the proper authorities, such as the Cybercrime Investigation and Coordinating Center (CICC). Check the DOT or CICC websites for the current hotline and email.
